On May 29, 2026, the Office of Management and Budget (OMB) proposed sweeping, government-wide revisions to its "Guidance for Federal Financial Assistance," seeking to convert previously nonbinding guidelines into mandatory, binding regulations for all federal funding agencies. Dozens of agencies—including the U.S. The Department of Education (USED) and the National Science Foundation (NSF)—would be impacted by this proposal, meaning these changes will apply government-wide if finalized.

With public comments due by July 13, 2026, this proposed rule represents a major structural shift in how federal grants and awards are administered, monitored, suspended, and terminated.
